Out-of-State Snowmobiles Out-of-State Snowmobiles Requirements Out-of-state snowmobiles: All snowmobiles not registered in Minnesota need a $16 Minnesota State Trail Permit to use state or grant-in-aid trails. Get this permit in person at Electronic License System agents, by mail from the DNR License Bureau (order form), or by phone at1-800-285-2000. Snowmobiles with studs registered out-of-state will not need a stud sticker.
