As the popularity of All Terrain Vehicles increases, the U.S. Consumer Product Safety Commission is proposing restrictions it says will improve safety.

The commission, which is proposing pre-sale training or certification and design standards, is also asking people who have comments or concerns about ATV safety to contact them before Dec. 6.

"We want to know experiences of adults as well as kids," Scott Wolfson, spokesman for the commission, said.

Gregg McMillen, owner of Southern Illinois Motorsports, has watched his business increase over the last few years.

"The whole industry has been at a growth mode for the past six years," he said.

McMillen attributed the ATV's versatility to its growing popularity, especially in the area.

"An ATV you can virtually ride 12 months out of the year," he said.

He said about 60 percent of his buyers are people that are using the ATV as utility vehicles and not purely recreation and racing.

The commission, which has been following ATV accidents since the early 1980s, reported 470 ATV-related deaths in 2004. Between 2002 and 2004 there were 30 ATV-related deaths in Illinois.

However, McMillen said it is important to understand how these numbers are compiled. While the ATV Safety Institute announced it supports the commission, it also noted most deaths and injuries result from improper use of the product.



The vehicles have always been restricted in Illinois state parks, Tim Schweizer, Illinois Department of Natural Sources Spokesman, said.

"I think the primary reason is because of potential user conflict and damage to property," he said.

However, Carbondale allows ATVs to be used on private property, City Manager Jeff Doherty said.

Manufactures offer to give buyers safety lessons free of charge, Jesse Mann, sales manager at Southern Illinois Motorsports said. More than 610,000 people have taken ATV training since 1989, according to the ATV Safety Institute.

Wolfson said it was too early to tell how the public is reacting to the proposal or how many comments have been submitted. Once the comments are collected they will be separated into groups where they will be presented to the commission.

However, safety measures are already in place by manufacturers, McMillen said. He said his company cannot sell vehicles if they know someone too young will use them, and different models of ATVs have different age restrictions.

"We make a lot of people get mad," Mann said. "We have to stop the sale right there."
