New ATV rules coming to northern Minnesota The Associated Press - Tuesday, July 26, 2005 Beginning Monday, all-terrain vehicle riders will have freer rein in state forests - as long as they are north of U.S. Highway 2. The geographically diverse rules and regulations are part of a new law dealing with off-road driving in state forests. It replaced a two-year-old law that required the Minnesota Department of Natural Resources to designate trail systems in each of the state's forests in the next few years. That law was intended to confine ATV drivers to areas where motorized trail signs were posted. Now, the northern tier of Minnesota - covering nearly three-quarters of state forest land - will be governed by a different set of rules. Off-road drivers there won't be confined to a state motorized trail system. They can ride on any trails that aren't designated as off limits for safety or environmental reasons. The new law is exclusive to state forests. County lands and national forest land are governed by different rules, and off-road vehicles aren't allowed in most state parks, wildlife management areas, or scientific and natural areas anywhere in the state. Mark Holsten, the DNR's deputy commissioner, said the agency still intends to put up "official" trails in the region north of Highway 2 for riders who prefer to follow a mapped system. Several northern Minnesota legislators and rider groups proposed the less restrictive rules for northern forest trails, arguing that there is more space and less traffic on northern traisl than those in forests to the south. Opponents of the new policy say it will allow uncontrolled use of ATVs and other off-road vehicles on public lands. They doubt officers will be able to stop illegal cross-country travel and wetlands damage.
