BY JOHN MYERS![]() Duluth News Tribune The U.S. Forest Service announced a long-awaited plan Wednesday to move ATVs onto designated forest trails to minimize environmental damage and conflicts with other users. While the impact is expected to be minimal at three northern Minnesota and Wisconsin national forests, supporters said the plan will provide ample recreation opportunities for all-terrain vehicle riders while reducing erosion and other problems by banning most cross-country ATV travel in forests. "Land managers will use the new rule to continue to work with motorized sports enthusiasts, conservationists, state and local officials and others to provide responsible motorized recreational experiences in national forests and grasslands for the long run," Forest Service chief Dale Bosworth said in a statement. But critics said the plan stops short of protecting national forests and grasslands from rutting, noise and damage to trees caused by some off-road vehicles. Conservation groups welcomed the ban on cross-country travel, but said it's outrageous to consider so-called renegade routes, which are created by ATVs, as trails. "I applaud the Forest Service for taking on the off-road vehicle issue. However, the Forest Service has simply failed to create a solution capable of beating the problem," said Jim Furnish, retired deputy chief of the Forest Service. "What's lacking is the assurance of tough enforcement and evidence of backbone needed to bring this runaway problem under control." The new policy requires each national forest and grassland to identify and designate those roads, trails and areas that are open to motor-vehicle use. Supervisors of the Superior and Chippewa national forests in Minnesota and the Chequamegon-Nicolet National Forest in Wisconsin will seek public input and coordinate with federal, state, county, local and tribal government entities before any road or trail is designated open to ATVs. Local forest officials say they still are deciphering the new national plan. But because the three Northland national forests already have banned cross-country travel, and already are designating specific ATV trails, the impact wasn't expected to be great. In general, cross-country ATV travel is banned in area national forests while travel is allowed on many back roads and logging trails. In some cases, travel only on roads posted as open is allowed, while in others trails are open unless posted closed. "From our quick appraisal, it looks like we're already consistent under our forest plan," said Kris Reichenbach, spokeswoman for the Superior National Forest."There's going to be a confusing period where everyone is trying to get all their roads and trails inventoried and mapped, but I think we're on our way," said Mary Nordeen, spokeswoman for the Chippewa National Forest. The Forest Service says it will take up to four years to complete the process for all 155 national forests and 20 grasslands. The plan does not affect snowmobile use.
