The ATVAM board would like to say THANK YOU to all of the members that contacted their state senators and representatives during the last legislative session.  What began as one of the toughest years ended up as one of the most successful.   A summary of our accomplishments is listed below.

And we ask that YOU, our membership, take a moment to say THANK YOU to the key legislators by sending an email or making a phone call.  These legislators were critical in helping us during this last session.

Rep. Tom Hackbarth:
rep.tom.hackbarth@house.mn  651-296-2439
Rep. Dennis Ozment:
rep.dennis.ozment@house.mn 651-296-4306
Rep. David Dill:
rep.david.dill@house.mn  651-296-2190
Rep. Maxine Penas:
rep.maxine.penas@house.mn  651-296-9635
Sen. Tom Bakk:
sen.tom.bakk@senate.mn  651-296-8881
Sen. Dallas Sams:  651-297-8063 or  Use mail form at:

Sen. LeRoy Stumpf:  651-296-8660 or Use mail form at:

Sen. Tom Saxhaug:
sen.tom.saxhaug@senate.mn  651-296-4136

Summary of accomplishments during this last Legislative Session:

- Increased civil fines for those involved in multiple wetland violations

- Allows 2 adults to ride on 1 ATV

- Children 10 and 11 years old may ride 90cc or less on public lands

- Money allocated for the DNR
to do a study of the effects of ATVs on the North Shore State Trail

- Prohibits snorkel use on ATVs (except in OHV Rec areas)

- Increases funding for grants-in-aid trails - an increase in GIA funding will help take the pressure off of state forest use.

- A clean ATV gas tax study.

- Gives the DNR more flexibility in the classification of state forests north of Hwy 2 which will allow them to better target resources where they are needed today - in North Central MN.

- Funding for OHM CD ROM development & ORV Safety Training.

- Stricter sound emissions for OHM.

- Puts into law the big game forest use exemptions.

Again, THANK YOU for your help and support of ATVing in Minnesota!

Dave Hendricks, President

Len Hardy, 1st Vice President

John Knutson, 2nd Vice President

Patty Rutka, Secretary

Donnis Twedt, Treasurer

Dustin Young, Director at Large

I never would snorkel my machine but why is it illegal, what if you are from out of state and come here to ride our trails, now you have to dissasemble your quad to make it legal. Is it to prevent people from tearing up wetlands or what? I hate to say it but the people who tear sh*t up they ain't suppose to are going to do it whether they are snorkeled or not, they already have the wetland law so this seems kind of redundant to me, unless I'm missing something.
