Now, this is just my opinion, but I would think the first step would be to pull the quad outta the water.. the rest will come to him.
Seriously. Pull it out, thaw it out, drain EVERYTHING... and I would say at the least he'd have to pull the heads to see if the cylinder or cylinders are rusted. If its not too bad, might be able to clean it up and have it run again. But if its efi.. I would almost bet its not salvagable. Electronics and water immersion for months don't mix.
